Scope of Special Discretionary Powers under Rule 48:

Rule 48 of the Tamil Service Rules vests broad discretionary power in the Governor to deal with the case of any person or class of persons serving in a civil capacity in a just and equitable manner. While compassionate appointments are made under such extraordinary provisions (like Rule 48), they remain exceptions to Articles 14 and 16 and cannot override the rights of regular direct recruits.
